(1) This Law covers the substantive and procedural provisions concerning the regulation, conduct and development of civil registration services for Turkish citizens, persons who were Turkish citizens by birth but lost Turkish citizenship by obtaining permission to renounce it and their descendants, and foreigners present in Türkiye.

MADDE 2 · Kapsam
(1) Bu Kanun, Türk vatandaşları, doğumla Türk vatandaşı olup da çıkma izni almak suretiyle Türk vatandaşlığını kaybedenler ve bunların altsoyları ile Türkiye'de bulunan yabancıların nüfus hizmetlerinin düzenlenmesine, yürütülmesine ve geliştirilmesine ilişkin esas ve usûl hükümlerini kapsar.
