(1) In this Law:
a) Address: the identification of any parcel of land or building in terms of its geographical location and function,
b) Address declaration form: the form used for the notification of addresses, the format and content of which are determined by the Ministry,
c) Amended: 19/10/2017, Law No. 7039, Art. 1 Address components: the verbal and spatial data required to reach address information, such as province, district, village and village dependencies, neighbourhood, boulevard, avenue, street, building, external door number, internal door number and postal code,

d) Family: persons of the same lineage registered under one family sequence number, together with their spouses and children,
e) Family register: the register in which records relating to civil status events are kept in paper or electronic form,
f) Family sequence number: the number assigned to families according to the order in which they are entered in the family register,
g) Ministry: the Ministry of Interior,
ğ) Supporting document: official documents such as forms, official reports, court decisions, notarial deeds, and birth or death reports that form the basis of the civil status events entered in the family register, together with their backup copies,

ı) Other address: places other than the address of domicile,
i) General Directorate: the General Directorate of Civil Registration and Citizenship Affairs,
j) Provincial directorate: the provincial directorate of civil registration and citizenship,

l) Institution: public institutions and organisations other than the General Directorate,

s) Civil registration services: the work and operations relating to the collection of information concerning civil status events and concerning a person's civil registration and address of domicile, its entry in civil registers, its protection and, where necessary, its classification and evaluation,
ş) Civil registry record: the personal information entered in the family register,
t) Civil registry record extract: the document showing summaries of the personal information entered in the family register,
u) Civil register: the entirety of records consisting of the family register, the special register and their backups,
ü) Civil registry directorate: the district civil registry directorate,
v) Civil registry director: the district civil registry director,
y) Civil status event: an event that brings about a change in personal status, such as birth, death, marriage, divorce, adoption, recognition, correction of records, correction of filiation and absence,
z) Special register: the file in which supporting documents, kept by category such as birth, marriage, divorce, death, correction of records and other events and classified separately, are placed,
aa) National address database: the central database in which address information is kept,
bb) International family booklet: the multilingual official document containing the identity information of the spouses and children forming a family and proving their nationality,

çç) Amended: 19/10/2017, Law No. 7039, Art. 1 Register of foreigners: the register in which the records of foreigners who have been assigned an identity number are kept in electronic form,
dd) Building documents: the Building Permit Form, the Building Occupancy Permit Certificate, the burned and demolished buildings form and the building schedule,
ee) Address of domicile: the place where a person resides with the intention of remaining permanently,
ff) Added: 14/1/2016, Law No. 6661, Art. 8 Biometric data: person-specific data obtained from fingerprints, vein patterns and the palm, collected in order to enable identification and identity verification operations to be carried out through electronic systems,

(1) Bu Kanunda geçen;
a) Adres: Herhangi bir toprak parçası veya binanın coğrafî konumu ve işlevi açısından tanımlanmasını,
b) Adres beyan formu: Adreslerin bildiriminde kullanılan, şekli ve içeriği Bakanlıkça belirlenen formu,
c) (Değişik: 19/10/2017-7039/1 md.) Adres bileşenleri: İl, ilçe, köy ve köy bağlıları, mahalle, bulvar, cadde, sokak, bina, dış kapı numarası, iç kapı numarası, posta kodu gibi adres bilgisine ulaşmak için gerekli sözel ve mekânsal verileri,
ç) (Mülga: 19/10/2017-7039/1 md.)
d) Aile: Aynı soydan olup, bir aile sıra numarası altında kayıtlı olan kişiler ile onların eş ve çocuklarını,
e) Aile kütüğü: Nüfus olaylarına ilişkin kayıtların kâğıt veya elektronik ortamda tutulduğu kütüğü,
f) Aile sıra numarası: Ailelerin aile kütüğüne yazılış sırasına göre verilen numarayı,
g) Bakanlık: İçişleri Bakanlığını,
ğ) Dayanak belgesi: Aile kütüğüne işlenen nüfus olaylarının dayanağı olan form, tutanak, mahkeme kararı, noter senedi, doğum veya ölüm raporu gibi resmî belgeler ile bunların yedeklerini,

ı) Diğer adres: Yerleşim yeri adresi dışında kalan yerleri,
i) Genel Müdürlük: Nüfus ve Vatandaşlık İşleri Genel Müdürlüğünü,
j) İl müdürlüğü: İl nüfus ve vatandaşlık müdürlüğünü,
k) (Değişik: 19/10/2017-7039/1 md.) Kimlik Paylaşımı Sistemi: Merkezi veri tabanında tutulan kayıtların kurumlar ve kamu hizmeti sunan tüzel kişiler ile paylaşıldığı sistemi,

t) Nüfus kayıt örneği: Aile kütüğüne işlenmiş kişisel bilgilerin özetlerini gösterir belgeyi,
u) Nüfus kütüğü: Aile kütüğü, özel kütük ve yedeklerinden oluşan kayıtların tümünü,
ü) Nüfus müdürlüğü: İlçe nüfus müdürlüğünü,
v) Nüfus müdürü: İlçe nüfus müdürünü,
y) Nüfus olayı: Doğum, ölüm, evlenme, boşanma, evlât edinme, tanıma, kayıt düzeltme, soybağının düzeltilmesi, gaiplik gibi kişisel durumlarda değişiklik meydana getiren olayı,
z) Özel kütük: Doğum, evlenme, boşanma, ölüm, kayıt düzeltme ve diğer olaylar şeklinde tutulan ve ayrı ayrı tasnif edilen dayanak belgelerinin konulduğu dosyayı,
aa) Ulusal adres veri tabanı: Adres bilgilerinin tutulduğu merkezî veri tabanını,
bb) Uluslararası aile cüzdanı: Bir aileyi oluşturan eş ve çocukların kimlik bilgilerini kapsayan ve uyruğunu kanıtlayan çok dilli resmî belgeyi,
cc) (Değişik: 19/10/2017-7039/1 md.) Vekâletname: Temsil yetkisini kapsayan noterden onaylı belgeyi,
çç) (Değişik: 19/10/2017-7039/1 md.) Yabancılar kütüğü: Kimlik numarası verilen yabancıların kayıtlarının elektronik ortamda tutulduğu kütüğü,
dd) Yapı belgeleri: Yapı Ruhsat Formu, Yapı Kullanma İzin Belgesi, yanan ve yıkılan yapılar formunu ve binalar cetvelini,
ee) Yerleşim yeri adresi: Sürekli kalma niyetiyle oturulan yeri,
ff) (Ek: 14/1/2016-6661/8 md.) Biyometrik veri: Elektronik sistemler aracılığı ile kimlik tespit ve kimlik doğrulama işlemlerinin gerçekleştirilmesini sağlamak amacıyla alınan parmak izi, damar izi ve el ayasından elde edilen kişiye özgü verileri,
gg) (Ek: 19/10/2017-7039/1 md.) Veri Paylaşımı Kurulu: Merkezî veri tabanında yer alan bilgilerin paylaşımına ilişkin talepleri değerlendirmek üzere oluşturulan kurulu,
ğğ) (Ek: 19/10/2017-7039/1 md.) Yetkili idare: Adres numaralama veya yapı belgeleri düzenleme yetki ve sorumluluğu verilen idareleri,
