(1) The Ministry is authorised to assign identity numbers to foreigners falling within the scope of the Law on Foreigners and International Protection No. 6458 dated 4/4/2013, to register them in the register of foreigners, and, upon request, to assign a foreigner identity number (YKN) to foreigners who apply to a public institution in Türkiye or to our diplomatic and consular missions in connection with any transaction. Members of diplomatic missions are outside the scope of this provision.
(2) The period of validity of the foreigner identity number, the documents to be requested at the time of and after application, and other matters shall be determined by a regulation to be issued by the Ministry of Interior.

MADDE 8 · Yabancıların kayıtlarının tutulması

(1) 4/4/2013 tarihli ve 6458 sayılı Yabancılar ve Uluslararası Koruma Kanunu kapsamındaki yabancılara kimlik numarası vermeye, bunları yabancılar kütüğüne kaydetmeye ve herhangi bir işlem sebebiyle Türkiye’de bir kamu kurumuna veya dış temsilciliklerimize müracaat eden yabancılara, talep etmeleri hâlinde yabancı kimlik numarası (YKN) vermeye Bakanlık yetkilidir. Diplomatik misyon mensupları bu hükmün kapsamı dışındadır.
(2) Yabancı kimlik numarasının geçerlilik süresi, başvuru esnasında ve sonrasında istenilecek belgeler ile diğer hususlar İçişleri Bakanlığınca çıkarılacak yönetmelikle belirlenir.
