Article 6: Keeping of civil registers

Part Two: Conduct of Civil Registration Services › Chapter One: Authorities and Civil Registers

(1) Civil status events shall be registered, by use of a communication network, in the family registers at civil registry directorates and in the central database.

(2) In order to ensure uninterrupted service in the event of natural disasters and extraordinary situations, the Ministry shall ensure that a backup of the central database is kept at a different location.

(3) Volume and page sequence numbers shall be placed on each page of family registers kept on paper. The number of pages of which the register consists shall be written at its end. The page joints shall be sealed and the end certified by the civil court of first instance.

(4) The Ministry is authorised to determine the procedures and principles concerning the keeping of civil registers, to amend them in line with developments in legislation and in the system, and to abolish the use of family registers kept on paper.

MADDE 6 · Nüfus kütüklerinin tutulması

(1) Nüfus olayları, iletişim ağı kullanılarak nüfus müdürlüklerindeki aile kütüklerine ve merkezî veri tabanına tescil edilir.

(2) Bakanlık, doğal afet ve olağanüstü hallere karşı kesintisiz olarak hizmet verilmesini sağlamak amacıyla, merkezî veri tabanının yedeğinin farklı bir yerde tutulmasını sağlar.

(3) Kâğıt ortamındaki aile kütüklerinin her sayfasına cilt ve sayfa sıra numaraları konur. Kütüğün sonuna kaç sayfadan ibaret olduğu yazılır. Sayfa birleşim yerleri asliye hukuk mahkemesince mühürlenerek sonu onaylanır.

(4) Nüfus kütüklerinin tutulmasına ilişkin usûl ve esasları belirlemeye, mevzuat ve sistemdeki gelişmelere bağlı olarak değiştirmeye ve kâğıt ortamında tutulan aile kütüklerini uygulamadan kaldırmaya Bakanlık yetkilidir.
