In the application of this Law;
a) Administration: public legal persons, public institutions and organisations, natural persons and legal persons governed by private law in whose favour the right and authority of expropriation has been granted,
b) Place where the immovable property or source is located: the province or district in which the immovable property is registered in the land register or, if it is not registered, in which it should be registered in the land register,
shall mean as stated above.

MADDE 2 · Tanımlar
Bu Kanunun uygulanmasında;
a) İdare: Yararına kamulaştırma hak ve yetkisi tanınan kamu tüzelkişilerini, kamu kurum ve kuruluşlarını, gerçek ve özel hukuk tüzelkişilerini,
b) Taşınmaz mal veya kaynağın bulunduğu yer: Taşınmaz malın tapuda kayıtlı olduğu, değilse tapu siciline kayıtlı olması gereken il veya ilçeyi,
İfade eder.
