(1) The Ministry shall establish a Foreigner Application, Evaluation and Monitoring System in order to receive and evaluate requests for the employment of foreigners and to monitor the effects of the international labour force.
(2) Without prejudice to matters relating to public security, the Ministry may request information and documents from public institutions and organisations and from natural and legal persons concerning foreigners, the need for the employment of foreigners and other matters within the scope of this Law.
(3) The procedures and principles concerning the sharing of information shall be determined by the Ministry after obtaining the opinions of the relevant institutions and organisations.

MADDE 5 · Uluslararası işgücünün izlenmesi ve değerlendirilmesi
(1) Bakanlık, yabancı istihdamı taleplerini almak, değerlendirmek ve uluslararası işgücünün etkilerini izlemek üzere Yabancı Başvuru, Değerlendirme ve İzleme Sistemi kurar.
(2) Bakanlık, kamu güvenliğine ilişkin hususlar saklı kalmak üzere; yabancılara, yabancı istihdamı ihtiyacına ve bu Kanun kapsamındaki diğer hususlara ilişkin olarak kamu kurum ve kuruluşları ile gerçek ve tüzel kişilerden bilgi ve belge talep edebilir.
(3) Bilgi paylaşımına ilişkin usul ve esaslar, ilgili kurum ve kuruluşların görüşleri alınarak Bakanlık tarafından belirlenir.
