(1) Work permit applications of foreigners who will work within the scope of the Free Zones Law No. 3218 dated 6/6/1985 shall be made to the Ministry of Economy. Foreigners found eligible to obtain a work permit as a result of the assessment made by the Ministry of Economy shall be notified to the Ministry.
(2) Work permits shall be issued by the Ministry to foreigners notified by the Ministry of Economy under this Article, without prejudice to the provisions of subparagraphs (f), (g) and (ğ) of paragraph 1 of Article 9 of this Law.
(3) Articles 21, 22 and 23 of this Law shall not apply in free zones within the scope of Law No. 3218. On the matters regulated in these Articles, the provisions of Law No. 3218 shall apply.

MADDE 18 · Serbest bölgelerde çalışacak yabancılar
(1) 6/6/1985 tarihli ve 3218 sayılı Serbest Bölgeler Kanunu kapsamında çalışacak yabancıların çalışma izni başvuruları Ekonomi Bakanlığına yapılır. Ekonomi Bakanlığı tarafından yapılan değerlendirme neticesinde çalışma izni alması uygun görülen yabancılar Bakanlığa bildirilir.
(2) Bu madde kapsamında Ekonomi Bakanlığınca bildirilen yabancılara, bu Kanunun 9 uncu maddesinin birinci fıkrasının (f), (g) ve (ğ) bentleri hükümleri saklı kalmak kaydıyla Bakanlıkça çalışma izni düzenlenir.
(3) Bu Kanunun 21 inci, 22 nci ve 23 üncü maddeleri, 3218 sayılı Kanun kapsamındaki serbest bölgelerde uygulanmaz. Bu maddelerde düzenlenen konularda 3218 sayılı Kanun hükümleri uygulanır.
