Chapter One: Purpose and Definitions
(1) The purpose of this Law is to lay down the procedures and principles for improvement, clearance and renewal in areas under disaster risk and on plots and lands outside such areas on which risky buildings are located, in order to create healthy and safe living environments in conformity with scientific and technical norms and standards.

MADDE 1 · Amaç
(1) Bu Kanunun amacı; afet riski altındaki alanlar ile bu alanlar dışındaki riskli yapıların bulunduğu arsa ve arazilerde, fen ve sanat norm ve standartlarına uygun, sağlıklı ve güvenli yaşama çevrelerini teşkil etmek üzere iyileştirme, tasfiye ve yenilemelere dair usul ve esasları belirlemektir.
