Persons who, while holding the titles and/or ranks held by civil servants in grade 1, 2 and 3 positions who are entitled to a Special Stamped Passport and by commissioned and non-commissioned officers, retired or left service without attaining grade 1, 2 and 3 positions, and who, by virtue of their length of service in the civil service and the titles and/or ranks they hold, would today qualify for a Special Stamped Passport, shall also be issued a Special Passport, taking such entitled persons as the benchmark.

Devlet memuru olarak 1 inci, 2 nci ve 3 üncü derece kadrolarda bulunup da Hususi Damgalı Pasaport almaya hakkı olan Devlet memurları ile subay ve astsubayların taşıdıkları unvan ve/veya rütbeleri taşımakla beraber 1 inci, 2 nci ve 3 üncü derece kadroları almadan emekli olan veya ayrılanlardan Devlet memuriyetindeki hizmet süreleri, taşıdığı unvan ve/veya rütbeleri itibariyle bugün Hususi Damgalı Pasaport almaya hak kazananlar emsal alınmak suretiyle bunlara da Hususi Pasaport verilir.
