(1) An administrative fine may not be imposed on a child who had not completed the age of fifteen at the time of committing the act.
(2) An administrative fine shall not be imposed on a person who, due to mental illness, is unable to perceive the legal meaning and consequences of the act committed, or whose ability to direct his or her behaviour in relation to that act is significantly diminished.

MADDE 11 · Sorumluluk
(1) Fiili işlediği sırada onbeş yaşını doldurmamış çocuk hakkında idarî para cezası uygulanamaz.
(2) Akıl hastalığı nedeniyle, işlediği fiilin hukukî anlam ve sonuçlarını algılayamayan veya bu fiille ilgili olarak davranışlarını yönlendirme yeteneği önemli derecede azalmış olan kişi hakkında idarî para cezası uygulanmaz.
