Except for the matters specified in this Law, the procedures and principles to be applied in the exercise of the powers of the Authority, its management and working principles, the collection of its revenues, the making of its expenditures and the auditing of these transactions, the principles of changes to be made in monthly salaries, the principles relating to the employment of foreign experts, the rules relating to the purchase of movable and immovable property to be purchased by the Authority and to the tendering procedure, and the provisions relating to the accounting system of the Authority shall be regulated in regulations to be prepared by the Board and put into force by the President of the Republic.
Regulations to be issued under this Law shall be issued within one year from the date of publication of this Law.

MADDE 62 · Yönetmelikler
Bu Kanunda belirtilenlerin dışında, Kurumun yetkilerini kullanışı, yönetim ve çalışma esasları, gelirlerinin tahsili, giderlerinin yapılması ve bu işlemlerin denetlenmesinde uygulanacak usul ve esaslar, aylık ücretlerde yapılacak değişikliklerin esasları, yabancı uzman çalıştırılmasına ilişkin esaslar, Kurumun satınalacağı menkul ve gayrimenkullerin alımına ve ihale usulüne ilişkin düzenlemeler ve Kurumun muhasebe sistemine ilişkin hükümler Kurulca hazırlanacak ve Cumhurbaşkanınca yürürlüğe konulacak yönetmeliklerde düzenlenir.
Bu Kanuna göre çıkarılacak yönetmelikler, Bu Kanunun yayımı tarihinden itibaren bir yıl içinde çıkarılır.
