(1) The issuance and distribution of identity cards shall be carried out until 31/12/2016 in accordance with the following procedures and principles:
a) Identity cards shall be printed by the Ministry of Finance in conformity with the form, size and specimen determined by the Ministry, and shall be sent to the accounting officers to meet the needs of the civil registry directorates and to the Ministry of Foreign Affairs to meet the needs of the foreign missions.
b) Taking into account the needs of the civil registry directorates, the accounting officer shall provide at most three thousand of each of the women's and men's identity cards, the price of which is to be paid subsequently, and thereafter in batches of three thousand against cash payment in advance. Where births are notified within the statutory time limit, no valuable paper fee shall be charged for the identity cards to be issued. Identity cards returned due to erroneous writing shall be deducted from the valuable paper fee.
c) Identity cards shall be delivered, within Türkiye by the district civil registry directorates and abroad by the foreign missions, to the persons themselves and, in the case of minors, to their parents, guardians or persons presenting an official power of attorney, and to persons under the obligation of declaration specified in Article 17 of this Law, within the framework of the procedures to be determined by the Ministry.
ç) The General Directorate and the consulates general shall not be subject to the provisions of Law No. 2489 with respect to the price of identity cards.

(1) Nüfus cüzdanlarının düzenlenmesi ve dağıtılması 31/12/2016 tarihine kadar aşağıdaki usul ve esaslara göre yapılır:
a) Nüfus cüzdanları, Bakanlıkça tespit edilen şekil, ebat ve örneğe uygun olarak Maliye Bakanlığınca bastırılır ve nüfus müdürlüklerinin ihtiyaçlarını karşılamak üzere muhasebe yetkililerine, dış temsilciliklerin ihtiyaçlarını karşılamak üzere Dışişleri Bakanlığına gönderilir.
b) Muhasebe yetkilisince nüfus müdürlüklerinin ihtiyacı göz önünde tutularak, kadın ve erkek nüfus cüzdanlarının her biri için en fazla üçer bin adedi, bedeli sonradan ödenmek üzere, müteakiben üçer bin adetlik partiler hâlinde peşin para karşılığında verilir. Doğum bildirimlerinin kanuni süresi içinde yapılması hâlinde düzenlenecek nüfus cüzdanlarından değerli kâğıt bedeli alınmaz. Hatalı yazım nedeniyle iade edilen nüfus cüzdanları değerli kâğıt bedelinden düşülür.
c) Nüfus cüzdanı, yurt içinde ilçe nüfus müdürlüklerince ve yurt dışında dış temsilciliklerce kişilerin kendilerine, ergin olmayanların veli, vasi veya resmî vekillik belgesi ibraz edenler ile bu Kanunun 17 nci maddesinde belirtilen, beyanla yükümlü kişilere Bakanlıkça tespit edilecek usûller çerçevesinde verilir.
ç) Genel Müdürlük ile başkonsolosluklar, nüfus cüzdanı bedeli açısından 2489 sayılı Kanun hükümlerine tabi değildir.
