The State shall take measures to ensure that private enterprises operate in accordance with national economic requirements and social objectives and in conditions of security and stability.

MADDE 48 · IV. Çalışma ve sözleşme hürriyeti
Herkes, dilediği alanda çalışma ve sözleşme hürriyetlerine sahiptir. Özel teşebbüsler kurmak serbesttir.
Devlet, özel teşebbüslerin milli ekonominin gereklerine ve sosyal amaçlara uygun yürümesini, güvenlik ve kararlılık içinde çalışmasını sağlayacak tedbirleri alır.
