Article 56: A. Health services and conservation of the environment

PART TWO: FUNDAMENTAL RIGHTS AND DUTIES › Chapter Three: Social and Economic Rights and Duties

Everyone has the right to live in a healthy and balanced environment.

It is the duty of the State and citizens to improve the natural environment, to protect environmental health and to prevent environmental pollution.

To ensure that everyone leads a life in conditions of physical and mental health, and to secure cooperation in terms of human and material resources through economy and increased productivity, the State shall regulate central planning and the functioning of health services.

The State shall fulfil this task by utilising and supervising the health and social assistance institutions in both the public and private sectors.

In order to establish widespread health services, general health insurance may be introduced by law.

MADDE 56 · A. Sağlık hizmetleri ve çevrenin korunması

Herkes, sağlıklı ve dengeli bir çevrede yaşama hakkına sahiptir.

Çevreyi geliştirmek, çevre sağlığını korumak ve çevre kirlenmesini önlemek Devletin ve vatandaşların ödevidir.

Devlet, herkesin hayatını, beden ve ruh sağlığı içinde sürdürmesini sağlamak; insan ve madde gücünde tasarruf ve verimi artırarak, işbirliğini gerçekleştirmek amacıyla sağlık kuruluşlarını tek elden planlayıp hizmet vermesini düzenler.

Devlet, bu görevini kamu ve özel kesimlerdeki sağlık ve sosyal kurumlarından yararlanarak, onları denetleyerek yerine getirir.

Sağlık hizmetlerinin yaygın bir şekilde yerine getirilmesi için kanunla genel sağlık sigortası kurulabilir.
