Article 11: Visa requirement, visa application and competent authorities

(1) Foreigners who will stay in Türkiye for up to ninety days shall come after obtaining a visa, which also states the purpose of their visit, from the consulates in the country of which they are citizens or in which they are legally present. The duration of stay in Türkiye granted by a visa or visa exemption shall not exceed ninety days within every one hundred and eighty days.

(2) In order for visa applications to be taken into consideration, the applications must be made in accordance with the procedure.

(3) Visas shall not confer an absolute right of entry into Türkiye.

(4) Visas shall be issued by consulates and, in exceptional cases, by the governorships to which the border gates are attached. Applications made to consulates shall be concluded within ninety days.

(5) Visas may be issued ex officio to diplomats of foreign countries by the embassies of the Republic of Türkiye. These visas shall be notified forthwith to the Ministry and the Ministry of Foreign Affairs in accordance with the general visa issuance procedure. These visas shall not be subject to fees.

(6) Visas may exceptionally be issued ex officio by ambassadors of the Republic of Türkiye to foreigners to whom the issuance of a visa is deemed beneficial in view of the interests of the country. Visas issued for this purpose shall be notified forthwith to the Ministry and the Ministry of Foreign Affairs in accordance with the general visa issuance procedure. These visas shall not be subject to fees.

(7) The procedures and principles relating to visa types and visa procedures shall be regulated by regulation.

MADDE 11 · Vize zorunluluğu, vize başvurusu ve yetkili makamlar

(1) Türkiye’de doksan güne kadar kalacak yabancılar, vatandaşı oldukları veya yasal olarak bulundukları ülkedeki konsolosluklardan geliş amaçlarını da belirten vize alarak gelirler. Vizenin veya vize muafiyetinin Türkiye’de sağladığı kalış süresi, her yüz seksen günde doksan günü geçemez.

(2) Vize başvurularının değerlendirmeye alınabilmesi için, başvuruların usulüne uygun olarak yapılması gerekir.

(3) Vizeler, Türkiye’ye giriş için mutlak hak sağlamaz.

(4) Vizeler, konsolosluklarca, istisnai durumlarda ise sınır kapılarının bağlı olduğu valiliklerce verilir. Konsolosluklara yapılan başvurular doksan gün içinde sonuçlandırılır.

(5) Yabancı ülke diplomatlarına, Türkiye Cumhuriyeti büyükelçiliklerince resen vize verilebilir. Bu vizeler, genel vize verme usulüne uygun olarak Bakanlık ve Dışişleri Bakanlığına derhâl bildirilir. Bu vizeler harca tabi değildir.

(6) Ülke menfaatleri göz önünde bulundurularak vize verilmesinde yarar görülen yabancılara, istisnai olarak Türkiye Cumhuriyeti büyükelçilerince resen vize verilebilir. Bu amaçla verilen vizeler, genel vize verme usulüne uygun olarak Bakanlık ve Dışişleri Bakanlığına derhâl bildirilir. Bu vizeler harca tabi değildir.

(7) Vize türlerine ve işlemlerine ilişkin usul ve esaslar yönetmelikle düzenlenir.
