(1) The President of the Republic shall be authorized:
a) To conclude agreements on determining the procedures relating to passports and visas and, where deemed necessary, to unilaterally lift the visa requirement for the citizens of certain states, to introduce visa facilitation including the exemption of visas from fees, and to determine visa durations,
b) In a state of war or other states of emergency, to impose records and conditions relating to passports for foreigners covering a region or the whole of the country,
c) To take any measures making the entry of foreigners into Türkiye subject to certain conditions or restricting such entry,
in respect of the matters listed above.

MADDE 18 · Cumhurbaşkanının vize ve pasaport işlemlerinde yetkisi
(1) Cumhurbaşkanı;
a) Pasaporta ve vizeye dair işlemlerin belirlenmesine ilişkin anlaşmalar yapmaya ve gerek gördüğü hâllerde bazı devletlerin vatandaşları için vize zorunluluğunu tek taraflı olarak kaldırmaya, vizelerin harçtan muaf tutulması da dâhil olmak üzere vize kolaylığı getirmeye ve vize sürelerini belirlemeye,
b) Savaş hâlinde veya diğer olağanüstü hâllerde ülkenin bir bölgesini veya tamamını kapsamak üzere, yabancılar için pasaporta dair kayıt ve şartlar koymaya,
c) Yabancıların Türkiye’ye girişlerini belli şartlara bağlayıcı veya kısıtlayıcı her tür önlemi almaya,
yetkilidir.
