Part Four: Procedure in Examinations and Inquiries of the Board
The deliberation shall be presided over by the President of the Board or, where the President of the Board does not attend the deliberation, by the Vice-President, who shall determine the matters to be decided. After these matters have been freely discussed, the President shall collect the votes and cast his or her own vote last.

Görüşmeyi Kurul Başkanı veya Kurul Başkanının görüşmeye katılmadığı durumlarda İkinci Başkan yönetir ve karara bağlanacak konuları belirler. Bu konular serbestçe tartışıldıktan sonra Başkan oyları toplar ve en son kendi oyunu verir.
