Laissez-passer or similar documents shall be issued to Turkish citizens for use in lieu of a passport within the border zones of the Republic of Türkiye and neighbouring countries. Their form, manner of issue, period of validity and the persons to whom they shall be issued shall be jointly determined by the Ministries of Interior and Foreign Affairs in accordance with the provisions of agreements concluded or to be concluded between the Republic of Türkiye and the States concerned.
Fee:
These documents are subject not to the passport fee but to duties and fees according to their special tariffs.

Pasavanlar veya benzeri belgeler, Türkiye Cumhuriyeti ile hem hudut memleketlerin hudut mıntıkaları dahilinde pasaport yerine kullanılmak üzere Türk vatandaşlarına verilir. Bunların şekli, ita tarzı, muteberlik müddeti, kimlere verileceği Türkiye Cumhuriyeti ile alakalı Devletler arasında yapılmış veya yapılacak anlaşmaların hükümlerine uygun olarak İç ve Dışişleri Bakanlıklarınca müştereken tesbit edilir.
Harcı:
Bu vesikalar pasaport harcına değil hususi tarifeleri mucibince resme ve harca tabidir.
