Diplomatic passports shall be issued by the Ministry of Foreign Affairs and, in foreign countries, by the embassies and legations of the Republic of Türkiye.
Diplomatic passports shall be issued to persons travelling on a temporary assignment or journey, depending on the nature of their assignment or journey, either for a single journey or for a maximum of two years, and to persons travelling on a permanent assignment, valid for a period to be determined by the Ministry of Foreign Affairs.
Amended: 28/5/1988, Law No. 3463, Art. 1 Diplomatic passports shall be issued to: members of the Grand National Assembly of Türkiye; vice presidents of the Republic and ministers; the President and members of the Constitutional Court and the first and second presidents of the Court of Cassation, the Council of State, the Military Court of Cassation, the High Military Administrative Court, the Court of Jurisdictional Disputes, the Court of Accounts and the General Staff; the Chief Public Prosecutor of the Republic; generals and admirals of the highest rank; former Presidents of the Republic; former speakers of the legislative assemblies; former prime ministers, former vice presidents of the Republic and former ministers; former members of the Grand National Assembly of Türkiye; (…) the Secretary General of the Presidency of the Grand National Assembly of Türkiye; deputy ministers and the President of Religious Affairs; governors; mayors of metropolitan municipalities; persons who have been given the title of ambassador and career members of the Ministry of Foreign Affairs; the President of Turks Abroad and Related Communities; the President of the Turkish Cooperation and Coordination Agency and the head of the Programme Coordination Offices of that Presidency abroad; senior officials of the Presidency of the Republic; counsellors, attachés and their assistants assigned to the foreign missions of the Republic of Türkiye; religious services coordinators; persons sent on behalf of the Government to conduct official international negotiations or to conclude agreements, or to attend international meetings, congresses and conferences, and persons sent to perform permanent or temporary duties with foreign states or international organisations; and diplomatic couriers.
Amended: 25/2/1981, Law No. 2418, Art. 1 As long as the capacity or duties of persons who are eligible for or who hold a diplomatic passport continue, diplomatic passports may also be issued to their spouses, or their spouses may be registered in the companion section of their passports.
Amended paragraph 5: 23/7/2010, Law No. 6009, Art. 58 As long as the capacity and duties of persons holding a diplomatic passport continue, diplomatic passports valid for the same period as the passport of the entitled person shall also be issued to their children who are minors, or who, even if of age, live with them, are unmarried, have no occupation and are continuing their education, until they reach the age of 25, and also to their children who, even if of age, live with them, are unmarried, have no occupation and are, at the same time, in need of permanent care due to at least one physical, mental or psychological disability, as documented by a medical board report issued by official health institutions.
Diplomatic passports shall contain one photograph each of their holders and, if any, of the persons registered in the companion section.
Diplomatic passports are not subject to any fee or duty.

Diplomatik pasaportlar, Dışişleri Bakanlığı ile yabancı memleketlerde Türkiye Cumhuriyeti Büyük Elçilik ve elçilikleri tarafından verilir.
Diplomatik pasaportlar, muvakkat görev veya seyahat için gidenlere görevlerinin veya seyahatlerinin mahiyetine göre, bir seyahate mahsus olmak üzere veya azami iki sene için, daimi görevle gidenlere de Dışişleri Bakanlığınca tespit edilecek sürede geçerli olmak üzere verilir.

(Değişik: 25/2/1981 - 2418/1 md.) Diplomatik pasaport alabilecek durumda bulunan veya alan kimselerin sıfat veya vazifeleri devam ettiği müddetçe, eşlerine dahi diplomatik pasaport verilmesi veya bunların eşlerinin pasaportlarının refakat hanesine kayıt edilmesi mümkündür.

Diplomatik pasaport alan kimselerin sıfat ve vazifeleri devam ettiği müddetçe, ergin olmayan veya ergin olsalar dahi yanlarında yaşayıp evli bulunmayan ve iş sahibi olmayan öğrenimi devam eden çocuklarına 25 yaşının ikmaline kadar, yine ergin olsalar dahi yanlarında yaşayıp evli bulunmayan ve iş sahibi olmayan aynı zamanda bedensel, zihinsel veya ruhsal engellerinden en az biri nedeniyle sürekli bakıma muhtaç durumda olduğu resmi sağlık kurumlarının düzenlediği sağlık kurulu raporu ile belgelenen çocuklarına da hak sahibi kişinin pasaportu ile aynı süre geçerli diplomatik pasaport verilir.
Diplomatik pasaportların, sahiplerinin veya varsa refakat hanesinde kayıtlı bulunanların birer kıta fotoğrafisini ihtiva eylemeleri lazımdır.
Diplomatik pasaportlar hiçbir harç veya resme tabi değildir.
