Article 3

Persons who arrive at the borders of Türkiye without a passport or document, or with a passport or document that is not duly issued or not valid, and who claim Turkish citizenship:

A) where they present population identity booklets or identity cards of the Republic of Türkiye and it is established that these belong to them;

B) where they show documents or evidence other than a population identity card, if the police, assessing the value of such documents or evidence, are satisfied that they are Turkish citizens; shall be admitted into Türkiye.

The persons referred to in paragraph (B) above may, if necessary, be sent to the nearest administrative centre and made to reside at a place to be designated by the local chief civil administrator until their citizenship is duly established by the fastest means.

Those whose Turkish citizenship is not established shall be turned back.

MADDE 3

Pasaportsuz veya vesikasız, usulüne uygun veya muteber olmıyan pasaport veya vesikalarla Türkiye sınırlarına gelerek Türk vatandaşlığını iddia edenler:

A) Türkiye Cumhuriyeti nüfus hüviyet cüzdanlarını veya hüviyet varakalarını ibraz ettikleri ve bunların kendilerine ait bulunduğu tahakkuk eylediği takdirde;

B) Nüfus hüviyet varakasından başka vesika veya delil gösterenler ise, bu vesika veya delillerin kıymeti polisçe takdir edilerek Türk vatandaşı olduklarına kanaat getirilmesi halinde Türkiye'ye kabul olunurlar.

Yukardaki (B) fıkrasında bahis mevzuu kimseler vatandaşlıkları en seri vasıta ile usulü veçhile sabit oluncaya kadar icabederse en yakın idare merkezine gönderilerek mahalli mülkiye amirinin göstereceği yerde oturtulabilirler.

Türk vatandaşlığı sabit olmıyanlar geri çevrilirler.
