In foreign countries, persons applying to the consulate at which they are registered shall be issued a passport on the basis of their records in the consular register. Where persons applying to another consulate do not present, in addition to a certificate of nationality or their old passport, their population registration documents as well, that consulate may, at its discretion, postpone the issuance of the passport until the inquiry it deems necessary has been carried out.

C) In order for minors and persons under interdiction to obtain a passport to travel alone, they must present a document certified by an official authority containing the consent of their legal representatives

E) Added: 6/12/2019, Law No. 7196, Art. 69 Decisions on custody or guardianship issued by the judicial or administrative authorities of a foreign country may be accepted in passport applications made at the foreign missions of the Republic of Türkiye located in the countries where the decision was issued.

Yabancı memleketlerde kayıtlı bulundukları konsolosluğa müracaat edenlere konsolosluk kütüğündeki kayıtları esas tutularak pasaport verilir. Başka bir konsolosluğa müracaat edenlerin tabiiyet ilmühaberi veya eski pasaportlarından başka nüfus tezkerelerini de ibraz etmemeleri takdiri bu konsolosluk pasaportun itasını gerekli göreceği tahkikatın icrasına talik edebilir.
