Article 23

The President of the Republic may, due to danger of war or other extraordinary circumstances affecting national security or the state of health, wholly or partially prohibit Turkish citizens from travelling to foreign countries, and may also decide, on political and economic considerations, that passports valid only for certain countries be issued.

Due to danger of war, internal disturbances or epidemic diseases that may arise in foreign countries, or for political or economic reasons, the authorities of the Republic of Türkiye abroad competent to issue passports may, upon the instruction or with the consent of the Ministry of Foreign Affairs, issue the passports they grant to Turkish citizens as valid only for travel to certain countries.

Cumhurbaşkanı, harp tehlikesi veya memleket güvenliğine veya sağlık durumuna dokunan diğer olağanüstü haller dolayısıyla Türk vatandaşlarının yabancı memleketlere gitmelerini kısmen veya tamamen men edebileceği gibi, siyasi ve ekonomik mülahazalarla sadece belli ülkeler için geçerli pasaport düzenlenmesine de karar verebilir.

Harp tehlikesi, yabancı memleketlerde zuhur edebilecek dahili karışıklıklar veya salgın hastalıklar sebebiyle veya siyasi veya ekonomik nedenlerle dış memleketlerdeki pasaport vermeye yetkili Türkiye Cumhuriyeti makamları, Dışişleri Bakanlığının talimatı veya muvafakati ile Türk vatandaşlarına verecekleri pasaportları, yalnız belli memleketlere gitmek için muteber olmak üzere tanzim edebilirler.
