Where natural and legal persons obliged to withhold a public receivable from its debtor and pay it to the collection office fail to perform this duty within the times specified in their laws or in this Law, the unpaid receivable shall be collected from those natural and legal persons in accordance with the provisions of this Law.

Amme alacağını borçlusundan kesip tahsil dairesine ödemek mecburiyetinde olan hakiki ve hükmi şahıslar, bu vazifelerini kanunlarında veya bu kanunda belli edilen zamanlarda yerine getirmedikleri takdirde, ödenmiyen alacak bu hakiki ve hükmi şahıslardan bu kanun hükümlerine göre tahsil olunur.
