One of the originals of the decision signed by the president and members of the court or by the judge shall be placed in the decision file and the other in the case file; and a copy certified with the seal of the court and the signature of the president or judge, or at the Council of State of the president of the chamber or board or a member designated by them, shall be served on each of the parties.
