1. The resolution of disputes falling within the jurisdiction of the Council of State, regional administrative courts, administrative courts and tax courts shall be subject to the procedures set out in this Law.
2. Written proceedings shall apply before the Council of State, regional administrative courts, administrative courts and tax courts, and the examination shall be conducted on the basis of the case file.

MADDE 1
1. Danıştay, bölge idare mahkemeleri, idare mahkemeleri ve vergi mahkemelerinin görevine giren uyuşmazlıkların çözümü, bu Kanunda gösterilen usullere tabidir.
2. Danıştay, bölge idare mahkemeleri, idare mahkemeleri ve vergi mahkemelerinde yazılı yargılama usulü uygulanır ve inceleme evrak üzerinde yapılır.
