1. Amended: 10/6/1994, Law No. 4001, Art. 2 Administrative actions shall be filed by signed petitions addressed to the presidency of the Council of State, of the administrative court or of the tax court.
2. The petitions shall set out the following:
a) The names and surnames or titles and the addresses of the parties and, if any, of their attorneys or representatives, and the Republic of Türkiye identity numbers of natural persons,
b) The subject matter and grounds of the action and the evidence on which it is based,
c) The date of written notification of the administrative act forming the subject matter of the action,
d) In actions concerning taxes, duties, fees, similar financial obligations and the increments and penalties thereon, and in full remedy actions, the amount in dispute,
e) In tax actions, the type and year of the tax or tax penalty to which the action relates, the date and number of the notice served and, if any, the taxpayer account number;
These particulars shall be indicated in the petition.
3. The originals or copies of the decision and documents forming the subject matter of the action shall be attached to the petition. The petitions and the copies of the documents attached to them shall be one more in number than the number of opposing parties.

1. (Değişik: 10/6/1994-4001/2 md.) İdari davalar, Danıştay, idare mahkemesi ve vergi mahkemesi başkanlıklarına hitaben yazılmış imzalı dilekçelerle açılır.
2. Dilekçelerde;
a) Tarafların ve varsa vekillerinin veya temsilcilerinin ad ve soyadları veya unvanları ve adresleri ile gerçek kişilere ait Türkiye Cumhuriyeti kimlik numarası,
b) Davanın konu ve sebepleri ile dayandığı deliller,
c) Davaya konu olan idari işlemin yazılı bildirim tarihi,
d) Vergi, resim, harç, benzeri mali yükümler ve bunların zam ve cezalarına ilişkin davalarla tam yargı davalarında uyuşmazlık konusu miktar,
e) Vergi davalarında davanın ilgili bulunduğu verginin veya vergi cezasının nevi ve yılı, tebliğ edilen ihbarnamenin tarihi ve numarası ve varsa mükellef hesap numarası,
Gösterilir.
3. Dava konusu kararın ve belgelerin asılları veya örnekleri dava dilekçesine eklenir. Dilekçeler ile bunlara ekli evrakın örnekleri karşı taraf sayısından bir fazla olur.
