Where the provision of Article 22 has been or is to be applied in respect of immovable property expropriated before the entry into force of this Law and for which four years have elapsed since the expropriation price became final, administrations shall be granted an additional period of 2 years from the entry into force of this Law.
The owner's right of repurchase shall arise only after the expiry of this period.

GEÇİCİ MADDE 3
Bu Kanunun yürürlüğe girmesinden önce kamulaştırılmış ve kamulaştırma bedelinin kesinleşmesi dört yılı tamamlamış taşınmaz mal hakkında 22 nci madde hükmüne göre işlem yapılmış veya yapılacak olması halinde, idarelere bu Kanunun yürürlüğünden itibaren 2 yıllık ek süre hakkı tanınır.
Mal sahibinin geri alma hakkı ancak bu sürenin tamamlanmasından sonra doğar.
