Municipalities or governorships are authorised to decide that the road-facing sides of plots on which objectionable buildings are located, or of plots without buildings, on certain roads, shall be enclosed in the prescribed manner. In such case, the owners of the immovable property shall be obliged to enclose these places within the time limit granted by the municipality or the governorship. In the event of non-compliance with this obligation, the necessary work shall be carried out by the municipality or the governorship and the cost shall be collected from the plot owner.

MADDE 41
Belediyeler veya valiliklerce belirli yollar üzerinde mahzurlu bina bulunan veya binasız arsaların yola bakan yüzlerinin tayin edilen tarzda kapatılmasına karar vermeye selahiyetlidir. Bu takdirde gayrimenkulün sahipleri, belediye veya valilikçe verilen müddet içinde bu yerleri kapatmaya mecburdurlar. Bu mükellefiyete uyulmaması halinde belediye veya valilikçe gereği yapılarak masrafı arsa sahibinden tahsil edilir.
