Chapter One: General Provisions
The duties imposed on municipalities by this Law shall, in places without a municipality, be performed by the municipalities of the district or provincial centres to which that place is attached, and in the areas referred to in Article 47 of Zoning Law No. 6785, by the relevant municipality.

Bu kanunun belediyelere yüklediği görevler, belediye olmıyan, yerlerde o yerin bağlı bulunduğu ilçe veya il merkezleri belediyelerince, 6785 sayılı İmar Kanununun 47 nci maddesinde bahsi geçen sahalarda ise ilgili belediyece yerine getirilir.
