Article 45

Tax booklets shall be issued to show the public receivables accrued in the name of those who are continuously liable for a particular public receivable such as a tax or duty, and the collections made from them.

The Ministry of Finance and Customs is authorised to determine the price of tax booklets, the information they shall contain, the forms and principles for obtaining a booklet, the taxes in respect of which they shall be applied, to whom they shall be issued, and the time of application. Other public administrations may make changes in the form and manner of use of these booklets in accordance with the nature of their receivables.

Tax booklets shall be issued to taxpayers against payment of their price.

All information in tax booklets shall be written, signed and sealed by collection offices, while entries relating to collection shall be written, signed and sealed by collection offices, post offices or banks.

Entries made in tax booklets by collection offices, banks and post offices are exempt from stamp duty.

Vergi, resim gibi belli bir amme alacağı ile devamlı surette mükellef tutulanlar adına tahakkuk ettirilen amme alacakları ile bunlardan yapılan tahsilatı göstermek üzere vergi cüzdanları düzenlenir.

Vergi cüzdanlarının fiyatını, ihtiva edeceği bilgileri, cüzdan almaya dair şekil ve esasları, hangi vergiler hakkında uygulanacağını, kimlere verileceğini ve uygulama zamanını tespitte Maliye ve Gümrük Bakanlığı yetkilidir. Diğer amme idareleri, alacaklarının mahiyetine uygun olarak bu cüzdanların şeklinde ve kullanılış tarzında değişiklik yapabilirler.

Vergi cüzdanı mükelleflere bedeli karşılığında verilir.

Vergi cüzdanlarındaki her türlü bilgiler tahsil daireleri tarafından, tahsile dair kayıtlar ise tahsil daireleri, postaneler veya bankalar tarafından yazılır, imzalanır ve mühürlenir.

Tahsil daireleri, bankalar ve postaneler tarafından vergi cüzdanlarına yapılan kayıtlar damga vergisinden muaftır.
