Except as permitted under their special laws, no fields may be opened and no private buildings may be constructed in forests, groves and coppices belonging to the State, municipalities and villages. Even in forests belonging to private persons, no fields may be opened unless permission is obtained from the competent ministry.

Hususi kanunlarında müsaade edilenleri hariç olmak üzere Devlete, belediyelere ve köylere ait orman, koru ve baltalıklardan tarla açılamaz ve hususi bina yapılamaz. Şahıslara ait ormanlarda dahi ait olduğu vekaletten izin alınmadıkça tarla açılamaz.
