Where the relevant authorities referred to in Article 8 notify that there is no objection to the sale of areas on the seashore formed by alluvial deposits or by the ebb and flow of the sea, the owner of an immovable adjoining such areas shall have the right to purchase the portion adjoining his immovable, at the value to be assessed, within two years from the service of notification upon him. Those who purchase such areas shall have the right to build a quay in order to protect them.

Deniz kıyısında teressübattan veya denizlerin med ve cezrinden dolmuş yerlerin satılmasında mahzur olmadığı sekizinci maddede yazılı alakalı dairelerce bildirildiği takdirde o yerlerin kendi gayrimenkulüne bitişik olan kısmını o gayrimenkul sahibinin kendisine yapılacak tebligattan itibaren iki sene içinde takdir olunacak değer baha ile almağa hakkı vardır. Bu yerleri satın alanların o yeri korumak için rıhtım inşası hakkı olacaktır.
