all kinds of property obtained shall be converted into money by sale.
From the price obtained from the sale, after deduction of the costs of proceedings and the public receivable being pursued, the remaining portion shall be set off against the debts of the debtor that have fallen due or become payable, and the surplus shall be paid to the debtor if no other office has participated in the attachment; if another office has participated in the attachment, the balance shall be paid to the debtor after the receivables of such offices have first been set aside from the surplus.
If it is known with certainty that the price to be obtained from the sale will not exceed the debts that must be paid before the public receivable and the costs of proceedings, the collection office may postpone the sale of the attached property. However, the rights of pursuit of those whose receivables rank ahead of the receivable of the public administration are reserved.
