To obtain a building permit, an application shall be made by petition to the offices of the municipality or governorship (....) by the building owners or their legal representatives. It is only necessary to attach to the petition the title deed (in exceptional cases, a document substituting for the title deed), the architectural design, the structural design, the electrical and installation designs, drawings and calculations, and a sketch with reference measurements or, if there are none, with dimensions.
Where the permit and its annexes are examined by municipalities or governorships (....) and no deficiencies or errors are found, the building permit shall be issued within thirty days at the latest from the date of application.
Where there are deficiencies or errors, all relevant deficiencies and errors shall be notified to the applicant in writing within fifteen days from the date of application. The building permit shall be issued within fifteen days at the latest from the application made after the deficiencies and errors have been remedied.

Yapı ruhsatiyesi almak için belediye, valilik (....) bürolarına yapı sahipleri veya kanuni vekillerince dilekçe ile müracaat edilir. Dilekçeye sadece tapu (istisnai hallerde tapu senedi yerine geçecek belge), mimari proje, statik proje, elektrik ve tesisat projeleri, resim ve hesapları, röperli veya yoksa, ebatlı kroki eklenmesi gereklidir.
Belediyeler veya valiliklerce (....) ruhsat ve ekleri incelenerek eksik ve yanlış bulunmuyorsa müracaat tarihinden itibaren en geç otuz gün içinde yapı ruhsatiyesi verilir.
Eksik veya yanlış olduğu takdirde; müracaat tarihinden itibaren onbeş gün içinde müracaatçıya ilgili bütün eksik ve yanlışları yazı ile bildirilir. Eksik ve yanlışlar giderildikten sonra yapılacak müracaattan itibaren en geç onbeş gün içinde yapı ruhsatiyesi verilir.
